In the amendment to the Packaging Act, § 10a defines the obligation for persons placing single-use packaging on the market or into circulation. This is an obligation, on the basis of a written contract, to reimburse the municipalities the costs for cleaning up the waste from single-use plastic packaging, which people dispose of outside the places designated for its disposal, and the subsequent transportation and processing of this waste.
This obligation became effective on the 1st of January 2023.
From the 1st quarter of 2023, it is possible to fulfil this obligation by signed Contract on Collective Compliance with the authorized packaging company EKO‑KOM. As part of the quarterly statement from the 1st quarter of 2023, you will fill in sheet L-Littering packaging, based on which you will be invoiced for the corresponding amount (total weight of packaging in tonnes x rate per ton).
The obligation applies to single-use plastic packaging for food and beverages, which are made entirely or partly from plastic and plastic carrier bags:

The total weight of single-use plastic packaging is recorded. For packaging listed in Part D of Appendix No. 4, which is partly made from plastic, the weight of the plastic in the given packaging is also recorded in addition to the total weight of the packaging.

According to the Packaging Act, authorized packaging company EKO‑KOM was obliged to develop a calculation of costs for cleaning up waste from single-use plastic packaging.
